After decades of service to our state and country in the areas of law enforcement and public safety, Patrick Chagnon founded BLUELINE Security Consulting Group, LLC-- providing customized security solutions to those tasked with protecting people, property, and reputations. A nationally renowned public trainer and internationally sought after security consultant — having worked in Jordan, India, Pakistan, Africa and Thailand, amongst other places — Chagnon ensures that BLUELINE's team is comprised of our nation's foremost experts in the areas of Physical Security Assessments, Specialized Training Services, Asset Protection Consulting and Investigation Services. A tireless defender of "proper preparation," Patrick works with all his clients - from school administrators to corporate executives - to assess, plan and protect themselves.

Chagnon has a 22 year service record with Connecticut State Police. In this capacity he served in patrol, investigative, training and management assignments, and over six years were solely focused on the Office of Counter Terrorism. Initially working with the Statewide Ant-Terrorism Task Force, he was then assigned as a planner for TOP OFF 3 - a national exercise designing scenarios that utilize the Homeland Security Exercise and Evaluation Program (HSEEP). Following this, Chagnon became a Department of Public Safety Counter Terrorism Training Coordinator, working with State Homeland Security (DEMHS), Police Officers Standards and Training Council, Connecticut State Police Academy and Private Sector organizations. In addition, he often assisted with the State Critical Infrastructure Protection Unit, assisting in the State of Connecticut’s assessment process.

Since retiring from the Connecticut State Police in 2008, Chagnon has worked enthusiastically to maintain his own certifications and trainings while also continuing to offer education and assistance at home and abroad. 

Chagnon is a National Crime Prevention Specialist (Level 2) with the National Crime Prevention Association and is also certified instructor for NIMS ICS levels 300/400. He has participated in numerous Risk Management Methodology training programs to include Risk Management Methodology for Critical Infrastructure (RAMCI), C.A.R.V.E.R, Crime Prevention Through Environmental Design (CPTED), and Buffer Zone Protection Program (BZPP).

In addition, Chagnon has served as:  a Corporate Intelligence and Investigations Manager for a Northeast security/consulting company; a Lead Instructor at New Mexico Technical College, Energetic Materials Research and Testing Center — part of a national counter terrorism training program titled “Prevention and Response to Suicide Bombing Incidents” (PRSBI); he was selected by the Department of Homeland Security (DHS) as a subject matter expert in the course development for PRSBI. His area of instruction expertise is Risk Management, Information Collection Management, and Countermeasure Security Responses.

Furthermore, Chagnon, a recipient of the 2007 Counter Terrorism Trainers Award by the New England State Police Information Resource Network (NESPIN), is also an active member of several professional associations including but not limited to: The Intelligence and National Security Alliance (INSA), The American Society of Industrial Safety and Security (ASIS), and The International Association for Counterterrorism & Security Professionals (IACSP), and the Connecticut Association of Licensed Private Investigators (CALPI).
