Clifford E. Thermer, Ed. D
Education/Curriculum Advisor
A 24-year veteran who has served both in municipal and state police forces in a wide variety of patrol and administrative functions, Dr. Thermer retired from state service at the rank of Lieutenant from the Office of Administrative Services as the Commandant of the State Police Academy and Educational Coordinator for the Department of Public Safety.
Dr. Thermer’'s career includes fifteen (15) years developing training curriculum at the recruit, incumbent, supervisory and management levels; implementing traditional and distance learning initiatives for personnel; staff development, liaison with colleges and universities; and providing educational advising to personnel.
Since 1998, Dr. Thermer has taught at all levels of higher education holding adjunct positions at Middlesex Community College in the Criminal Justice Program; a visiting faculty position in the Doctoral Program in Educational Leadership at the University of Hartford, as well as an adjunct role in the Sociology Department teaching policing and leadership related courses; an adjunct faculty position at the Albertus Magnus College New Dimensions Program, at the graduate and undergraduate levels, teaching Change Strategies, Religion in the Workplace and American Government. He also held positions at Quinnipiac University as Associate Director of the Organizational Leadership Program and Visiting Assistant Professor of Management in the Lender School of Business. In August 2010, Dr. Thermer joined Goodwin College as Associate Professor and Director of the Organizational Studies and the Business Administration Programs.
As the education/curriculum advisor to BLUELINE since 2009, Dr. Thermer provides oversight and review of any curriculum to ensure its design meets appropriate adult learning methodologies, its content is relevant and is in consort with any client specialized needs.
Patrick J. W. Chagnon
President
In 2009, Patrick Chagnon founded BLUELINE Risk Mitigation Group, LLC with the intent of providing quality professional security solutions to clients seeking customized services to fit their needs. With over 30 years of combined military, law enforcement, and security related experience; Mr. Chagnon has developed a trustworthy reputation and worldwide contacts.
He is a retired law enforcement professional serving over 22 years within the Connecticut State Police Department, his last six years was with the Office of Counter Terrorism. Initially working with the Statewide Anti-Terrorism Task Force, he then became the Department of Public Safety Counter Terrorism Training Coordinator, working with State Homeland Security (DEMHS), Police Officers Standards and Training Council, Connecticut State Police Academy and Private Sector organizations. In addition to that, he often assisted with the State Critical Infrastructure Protection Unit in the Risk Management Assessment process within the State of Connecticut.
Mr. Chagnon is a certified Crime Prevention/Risk Assessment Specialist (CPS) with the American Crime Prevention Institute. He has participated in numerous Risk Management Methodology training programs to include Risk Management Methodology for Critical Infrastructure (RAMCI), C.A.R.V.E.R, Crime Prevention through Environmental Design, (CEPTED) and Buffer Zone Protection Program (BZPP). In (2009) he received training in the DHS Constellation Automated Critical Asset Management Systems (C/ACAMS) program.
Mr. Chagnon is currently an instructor teaching in national and international training programs dealing with the tactics of terrorism. He is considered by DHS to be a senior subject matter expert (SSME) in the areas of Risk Management, Information Collection Management and Countermeasure Security Responses. He has been selected by DHS as a subject matter expert in the course development in the areas above. In addition, he was selected as a consultant for Northern California Police College in the course development of training for intelligence analysts working in the nationwide fusion centers.
After transitioning from public service, Mr. Chagnon worked as the Manager of Corporate Intelligence and Investigation for a Northeast Security Company where he supervised pre-employment screening, investigations and special projects to include training and physical security assessments and more.
Mr. Chagnon is a national conference speaker and was the recipient of the 2007 Counter Terrorism Trainers Award by the New England State Police Information Resource Network (NESPIN). He belongs to several professional associations in which he serves in committee positions.
Peter J. McDermott
Senior Consultant
Captain Peter J. McDermott is a seasoned public safety professional first working within the West Hartford Police Department; the last 11 years as a captain. He then served as a commander at the Windsor Police Department for 10 ½ years. He was an adjunct instructor and full-time instructor at the Connecticut Police Academy in Meriden, CT. Captain McDermott is a graduate of the 121st session of the FBI National Academy; he earned a Bachelor’s Degree in Criminal Justice from the University of New Haven, and completed graduate coursework in police counseling.
During his career, he was successful in establishing a Police School Crime Prevention Program, a regional training program serving 22 police departments for in-service and specialized training programs. Captain McDermott has also supervised and coordinated tactical operations for a period of 12 years.
After 14 years as an adjunct instructor he was hired as a full time instructor at the Connecticut Police Academy. Courses instructed included: First Line Supervisor, Middle Management Supervisor, Critical Incident Management, Supervisor Subordinate Relationships, Criminal Investigation, Report Writing, and Interview and Interrogation.
During his distinguished career in law enforcement Captain McDermott garnered a set of skills emphasizing communication and education that can be applied to a wide range of settings. He is currently the lead author on two articles that have been accepted by the FBI Law Enforcement Bulletin that focus on interpersonal skills training and training in the effective delivery of corrective feedback. These articles represent collaboration between the disciplines of law enforcement and counselor education. A third manuscript presents a set of skills to assist in carrying out leadership tasks within organizations.
As a Senior Consultant with BLUELINE , Pete will work in providing clients specialized training programs and leadership consulting services to middle and executive management teams.
David E. Furtak CPA, CPP
David E. Furtak is a Security and Safety professional with extensive operational and financial management experience in both corporate (Fortune 500) and Federal government sectors.
As Director of Corporate Security, Safety and Transportation for a national medical Insurance Company, he managed the physical security, safety, and transportation programs for the company on a national basis. He is versed in ensuring the compliance of safety and security utilizing industry best standards and practices. Under his leadership, Emergency Response Plans were developed, and Emergency Response Teams in all major facilities were revitalized with adequate supplies, and critical first aid training. He established a five year enterprise wide program to develop a Heart Safe Environment installing Automatic External Defibrillators and facilitated the development of an enterprise wide First Aid Kit re-supply program. Additionally he supervised and evaluated the physical security assessment for a major call center in the northeast.
During a twenty seven year career as a FBI Special Agent he served in a variety of management, investigative (criminal and civil), and administrative positions. He was a Firearms instructor, an active member of both the SWAT and Crisis Management Teams. He also volunteered to serve on special assignment as a Staff Counselor at the FBI National Academy in Quantico.
He has volunteered in the community serving a three year term as a member of the Board of Directors of MetroPool, Inc., Stamford, Connecticut, and has held several Board level positions for the Connecticut chapter of ASIS International.
He is a Certified Public Accountant (CPA) and Certified Protection Professional (CPP Board Certified in Security Management).
Charles S. Wohlfeiler
After a distinguished thirty (30) year career with the Los Angeles Police Department, Mr. Wohlfeiler retired from public service and began teaching within a national homeland security training program sponsored by the Department of Homeland Security for first responder.
While with the Los Angeles Police Department, Mr. Wohlfeiler served 15 years with the Special Weapons and Tactics (SWAT) unit, where he developed critical tactical and assessment skills as both an operator and team leader. This tactical background has lead to a natural progression into threat assessments, conflict resolution and evaluation of critical incident management.
Mr. Wohlfeiler is versed in all aspects of tactical operations, including dignitary protection, and has served as a lead supervisor in providing security for the Academy Awards and other high profile events. His responsibilities have included both executive protection and site security.
Prior to joining the LA Police Department, Chuck served within the U.S. Marine Corps as a First Lieutenant deploying to the Caribbean and Northern Europe (NATO) command.
As a highly decorated police officer, a graduate from Northern Arizona University with a
Bachelor of Science degree in Police Science, Mr. Wohlfeiler has also completed many training programs in the risk management / counter terrorism area of instruction.
Mindy Todd
Media Advisor
Mindy Todd has been a working member of the media for thirty years. She is an experienced journalist having worked in Television, Radio and Print. Currently she is the host and producer of a news and public affairs program where she interviews politicians, scientists, community leaders, authors and others. Sample interviews include:
In past decades Mindy has reported from various man-made and natural disasters to include, a high school shooting, tornados, natural gas explosion and other crime scenes.
Mindy is a skilled and trained instructor, while Director at Connecticut School of Broadcasting she created curriculum and served as a staff instructor teaching all aspects of media.
Mindy is a frequent speaker and lecturer for several civic organizations and academic institutions. She is also the key media advisor/consultant for BLUELINE Risk Mitigation Group.
Dean Marino
Chief Investigator
After a distinguished twenty (20) year career in law enforcement, Dean Marino retired from the State of Connecticut as a Sergeant assigned to Bradley International Airport. He has an extensive background in Aviation Security Management, Critical Asset Protection and Investigative skills. His position required handling of security vulnerability assessments and implementing homeland security initiatives to combat terrorism within the aviation environment.
His responsibilities included, but were not limited to, supervising a variety of administrative and police services, overseeing investigations and security operations, managing personnel, conducting thorough investigations and interviews, assembling data and generating reports, coordinating emergency response protocol, compiling/analyzing sensitive security information regarding terrorist activities, developing and implementing various dignitary operation plans, as well as working very closely with federal/state/local agencies to accomplish security goals and objectives.
Since retiring from law enforcement in 2007, Mr. Marino founded Marino Investigations. Marino Investigations offers a complete spectrum of professional investigations that provide optimal results.
Mr. Marino is an Adjunct Instructor at two Connecticut Colleges teaching Homeland Security Management, Critical Asset Protection and Business Continuity.
He has a Master of Science Degree in Management and a Certificate in Homeland Security from Saint Joseph College, a Bachelor of Science Degree in Justice and Law Administration from Western Connecticut State University and Associates Degree in Law Enforcement from Manchester Community College. Mr. Marino is a 2007 Sigma Beta Delta Honoree for his scholastic achievement.
He is a member of several professional associations to include the Connecticut Association of Licensed Private Investigators (CALPI).
Mr. Marino is the lead resource of Investigative consulting for BLUELINE Risk Mitigation Group, helping fulfill client’s needs with all investigative requests.
